The opening map is the entry. This page lists the top 10 and the bottom 10 on that map rank: the integer rank of the mean of the jobs, safety, and schools ranks. 1 is healthiest. Ties share a rank. A tie at the cut stays in the list, so a list can be longer than 10. Nothing else breaks a tie.
Jobs, Safety, and Schools are the ranks on the state cards. A state name opens that state. This is a reading of government effectiveness on those three. It is not a candidate grade and it is not a party score.
